​El Paso Community College adheres to all federal, state, and local civil rights laws prohibiting discrimination in employment and education. EPCC does not discriminate in its admissions practices, in its employment practices, or in its educational programs or activities on the basis of sex/gender. As a recipient of federal financial assistance for education activities, EPCC is required by Title IX of the Education Amendments of 1972 to ensure that all of its education programs and activities do not discriminate on the basis of sex. Sex includes sex, sex stereotypes, sexual orientation, and pregnancy or parenting status.

EPCC also prohibits retaliation against any person opposing discrimination or participating in any discrimination investigation or complaint process internal or external to the institution. Sexual harassment, sexual assault, dating and domestic violence, and stalking are forms of sex discrimination, which are prohibited under Title IX and by EPCC policy.

Any person may report sex discrimination (whether or not the person reporting is the person alleged to have experienced the conduct), in person, by mail, by telephone, by video, or by email, using the contact information listed for the Title IX Coordinator.

In 2019, the Texas Legislature passed Senate Bill 212 (“SB 212”). SB 212 is a Texas State law that requires all employees (faculty and staff) at public or private institutions of higher education to promptly report incidents of sexual harassment, sexual assault, dating violence, or stalking “committed by or against a person who was a student enrolled at or an employee of the institution at the time of the incident” to the Title IX Coordinator or Deputy Title IX Coordinator. The report must include “all information concerning the incident known to the reporting person that is relevant to the investigation.” Therefore, all EPCC employees are designated as mandatory reporters and must promptly report known instances of sexual harassment, sexual assault, dating violence, or stalking to the Title IX Coordinator or Deputy Title IX Coordinator. In accordance with SB 212, any EPCC employee who fails to report or falsely reports such incidents will be subject to criminal liability (misdemeanor) and termination of employment.
