El Paso Community College follows consistent procedures through its sexual misconduct and Title IX processes to ensure fairness, safety, and accountability for all members of the campus community. Whether a report involves sexual harassment, sexual assault, dating or domestic violence, stalking, or a formal Title IX complaint, the College applies the same core principles to guide its response.

In all cases, the College is committed to treating complainants and respondents equitably. Individuals involved in a report or complaint are provided with comparable rights and opportunities to participate in the process, and matters are reviewed by trained officials who are required to act without bias or conflicts of interest. Decisions are made using the preponderance of the evidence standard, meaning outcomes are based on whether the available information shows it is more likely than not that the reported conduct occurred.

Reports and formal complaints are addressed through a structured process that includes a thorough and impartial investigation. Trained investigators gather and review all relevant evidence, both for and against the allegations. Parties are given access to information used in decision-making and are kept informed throughout the process. Both parties receive written notice of the outcome, any sanctions imposed, and available appeal options. EPCC maintains records related to reports and formal complaints for seven years. To support these processes, the College requires ongoing training for employees involved in investigations, hearings, and decision-making. This training focuses on Title IX obligations, sexual misconduct response, and practices that promote fairness, safety, and accountability. EPCC seeks to provide a respectful, consistent, and transparent response to all reports of sexual harassment, sexual misconduct, and sex-based discrimination.


Supportive Measures

Supportive measures are individualized services and adjustments offered to help restore or preserve access to EPCC’s educational programs and work environment. These measures are available with or without filing a formal complaint and are provided at no cost.

Depending on a person’s needs and circumstances, supportive measures may include:

  • Academic support, such as extensions on assignments, excused absences, modified attendance policies, or assistance with course scheduling
  • Workplace accommodations, including temporary schedule adjustments, modified duties, or changes in work location
  • Counseling and support referrals, including on-campus and community-based resources
  • Safety and protective measures, such as assistance with campus safety planning or no-contact directives, when appropriate
  • Access to reporting options, including information about how to make a report to law enforcement, if desired
  • Coordination of services, helping individuals navigate campus processes and connect with available resources

Supportive measures are designed to be non-disciplinary, non-punitive, and respectful of individual choice. EPCC works with individuals to determine appropriate measures based on their expressed needs, while balancing the safety and well-being of the campus community.

Requests for supportive measures can be made by contacting the Title IX Coordinator. EPCC will maintain privacy to the extent possible, and information will be shared only with those who have a legitimate need to know in order to provide support.
