The Strategic Plan is a document that outlines El Paso Community College’s overall direction for the future. The Strategic Plan is shaped by our vision, mission, Strategic Goals as well as the intended outcomes we anticipate while it also illustrates our common values and purpose. It will guide us in cultivating our strengths and responses to challenges as we expand our region’s path to higher education in the future.

Recognizing that there are barriers for students in obtaining academic goals, EPCC’s focus on success strives to achieve fairness through inclusion of every student and active removal of barriers by supporting student programs, degree completion, academic transfer, and/or gainful employment. EPCC is committed to success for every student as a basis for creating opportunities and providing resources and support for the success of every member of its college community.

Entry: By 2029…

El Paso Community College regards entry to our institution as the starting point to guide and direct our Strategic Plan for 2025-2029. By increasing opportunities to begin their college experiences in academic, vocational, or personal enrichment programs, our students can explore different prospects that will transform their future. We are dedicated to providing programs that will lead to relevant, marketable skills that will best prepare students to enter the workplace or will lead to a smooth transition for students to attend a four-year college or university. College faculty and staff are committed to training and supporting students as they begin their endeavors at El Paso Community College.

Strategic Goal 1: To increase access to programs leading to socioeconomic mobility.


Intended Outcomes:
  • Increase career exploration opportunities in and out of the classroom by 5%
  • Increase overall enrollment by 3% from the prior year.
  • Increase enrollment in high-demand and/or high-wage programs by 3%
  • Create enrollment opportunities for all students, from dual credit through adult learners
  • Support other departments in their ENTRY goal efforts*

El Paso Community College is dedicated to the advancement of its students in their educational pursuits. Student and academic support services are vital for students to persist in their courses. We will ensure that our students are provided the best learning experiences and environment conducive to achieving their goals at El Paso Community College. We will continue to build the best infrastructure so that students can take advantage of opportunities and services that will best prepare them for the future.

Strategic Goal 2: To increase achievement of student momentum milestones during the first half of a student’s college career.


Intended Outcomes:
  • Increase successful completion of gateway courses (English and Math) by 5%
  • Increase student persistence rates by 3%
  • Increase the number of students completing 15+ dual credit hours by 5%
  • Increase the use of academic or non-academic support services by 3%
  • Support other departments in their PROGRESS goal efforts*

Completion: By 2029…

El Paso Community College assists students, not only when they begin their educational pursuits, but also in the second half of their programs as they gain specialized knowledge that will guide them in further college or career endeavors. The College will continue to develop and improve strategies to keep students on track throughout their programs leading them to successfully complete their degrees or certifications. This continuous improvement will lead to an increase in retention rates, degrees awarded, and in the social and economic advancement of El Paso Community College’s graduates in our community.

Strategic Goal 3: To increase achievement of students’ momentum milestones during their second half of their program.


Intended Outcomes:
  • Increase student retention rates by 3%
  • Increase total annual awards by 4%
  • Increase annual awards in high-demand and/or high-wage programs by 3%
  • Reduce number of credit hours unrelated to a student’s major to 10 or less
  • Support other departments in their COMPLETION goal efforts*

Career: By 2029…

El Paso Community College serves the needs of our community by preparing our students with knowledge and skills to enter the workplace or to lead them in a smooth transition to attend a four-year college or university. This includes increasing the number of college credit hours students obtain while in high school and collaborating with regional partners to upskill students reentering the workforce to meet the needs of our community. All these efforts will enable our students to pursue their academic and professional goals at El Paso Community College.

Strategic Goal 4: To facilitate student access directly into the workforce or to a university to continue their education.


Intended Outcomes:
  • Align programs to current and emerging regional workforce needs
  • Achieve annual licensure pass rates of 97% or higher
  • Increase the number of students transferring with a credential by 4%
  • Increase number of students transferring to a university with 15+ dual credit hours by 5%
  • Support other departments in their CAREER goal efforts*

*The fifth Intended Outcome of each Strategic Goal is aimed to assist those departments that are not in direct contact with students in Area Planning efforts. Those departments indirectly impact Intended Outcomes and are equally important in supporting students’ educational journeys by providing the infrastructure necessary for students to succeed.
