Competitive Procurement

The College conducts purchases using the purchase methods allowed under Texas Education Code, section 44.031 (a);(b), as specified below:
Texas Education Code 44.031 (a);(b), states that all contracts, except contracts for the purchase of produce or vehicle fuel, valued at $25,000 or more, for each 12-month period are to be made by the methods that provide the best value to the district. The law enumerates several options for competitive procurement that are available to school districts. These options include:
  • Competitive bidding
  • Competitive sealed proposals
  • Request for proposals, for services other than construction services
  • Catalog purchases through the General Services Commission
  • Inter-local contracts
  • Design-build contracts
  • Contract to construct, rehabilitate, alter, or repair facilities that involves using a construction manager; or
  • Job order contract for the minor construction, repair, rehabilitation, or alternation of a facility
  • The reverse auction procedure as defined by Section 2155.062(d), Government Code
Inter-Local Contracts:
