Richard M. Rhodes, Ph.D.

Dr. Richard M. Rhodes became President of El Paso Community College on December 1, 2001. Prior to being named President, Dr. Rhodes served as the Vice President of Business Services at Salt Lake Community College in Salt Lake City, Utah since 1994.  He also served with the El Paso Community College from 1983 -1994 in the role of Vice President of Financial and Administrative Services and Interim President.  Prior to serving with EPCC, Dr. Rhodes served as Comptroller and Accountant at New Mexico State University from 1975-1983.

A native of Alamogordo, New Mexico, Dr. Rhodes received his Bachelor of Business Administration in Accounting and a Master of Arts in Educational Management and Development (Higher Education) from New Mexico State University.  He earned his Ph.D. in the Community College Leadership Program at the University of Texas at Austin.

Dr. Rhodes is active in the El Paso community serving on the Executive Board of the Greater El Paso Chamber of Commerce; the Board of Directors of the El Paso Hispanic Chamber of Commerce; the Board of Directors for the El Paso Cancer and Chronic Disease Consortium; the Board of Directors for the FEMAP Foundation; the Executive Board of United Way; the Executive Board of the Boy Scouts of America, Yucca Council; member of the Upper Rio Grande Workforce Development Board; member of the University of Texas at El Paso Centennial Commission; and is a founding member of the Paso del Norte Group and currently serves as Secretary.  In addition to his local commitments, Dr. Rhodes serves as the Chair-elect of the Texas Association of Community Colleges and Past-chair of the Texas Association of Community College Trustees and Administrators.  Dr. Rhodes also serves on the Formula Funding Advisory Committee for the Texas Higher Education Coordinating Board and on the Governor’s Commission for a College Ready Texas.

Dr. Rhodes has received the Distinguished Graduate Award from the Community College Leadership Program at the University of Texas at Austin, the Minority Small Business Advocate of the Year B Services Award from the U. S. Small Business Administration, the “Vision of Excellence” award from the El Paso Hispanic Chamber of Commerce and he recently was inducted into the El Paso Business Hall of Fame.  

Dr. Rhodes is married to Kate and they have four children: Carey Ann, a graduate of New Mexico State University, currently living in San Jose, California - married to Bryan Kozlowski, parents of Dr. Rhodes’ grandchildren – Logan and Jackson; Kristyn, a graduate of the University of Utah, currently living in Salt Lake City, Utah and working for University Hospital - married to Ryan Packer, parents of their newest grandchild Adelayde; Karyn, who recently graduated from Arizona State University, currently residing in Phoenix, Arizona; and Richard, who is currently attending the University of Texas at Austin.
