General Provisions

 The El Paso Community College Police Department No Parking Logo(EPCCPD)
welcomes all students and employees to the El Paso Community College. It is our intent to promote safety; therefore, we are providing the following regulations concerning all vehicles driven and parked on any El Paso County Community College District property. All members of the College community are urged to familiarize themselves with these rules and regulations and cooperate in respecting them. These rules and regulations are supplementary to the Statutes of the State of Texas.

 

Vehicle Registration


In accordance with Board Policy 5.01.03, the College District has established a program of vehicle registration of all vehicles belonging to students, faculty and staff who park at College owned facilities. Employee and vendors working at College owned facilities are also subject to the vehicle registration procedure. Appropriate parking decals will be issued by the EPCCPD upon payment of a vehicle registration fee and presentation of a paid receipt. If a class overlaps semesters, a parking decal for the latest date will be issued. The annual vehicle registration period will run from September through August.

Full-time faculty, full and part-time staff, and employees of vendors who park at any college-owned facility will pay an annual vehicle registration fee of $15.00 per fiscal year. Payment is due in August of each year, or within 30 days of employment.
Students parking at any college-owned facility will have two options in paying for vehicle registration: Students may pay $15.00 for the entire year, $10.00 for the Spring and Summer semesters, and $5.00 for the Summer semester, or:
Students may pay $5.00 per semester attended. (this includes Continuing Education students enrolled for 20 or more hours)
Part-time faculty, both credit and Continuing Education, who park at any college-owned facility will have the option of:
Paying the annual vehicle registration fee of $15.00 when registering their vehicle, or:
Registering their vehicle on a semester-by-semester basis and paying $5.00 each semester
Registration of additional vehicles will be $3.00 per vehicle, if the original vehicle is registered on an annual basis and the $15.00 fee has been paid. If the original vehicle is registered on semester basis, the vehicle registration fee for additional vehicles will be $3.00 per vehicle per semester.
Additional vehicles being registered must belong to the employee/student, etc. or member of his or her immediate family, living in the same household.

 

Exemptions From the Vehicle Registration Fees

Individuals who qualify under the Americans with Disabilities Act (ADA) of 1990, Purple Heart Recipients and disabled Texas veterans will register their vehicles(s) free of charge when documentation of proof of their disability is presented to and verified by EPCCPD.

 

Replacement Decals


Replacement parking decals may be obtained free of charge by turning in the current parking decal to EPCCPD when the vehicle is no longer owned by the employee or the student, and a different or new vehicle is obtained. There will be a $3.00 charge for the replacement of each lost or stolen decal.

 

Placement of Decals


The decal will be affixed (adhesive side to the window) inside the lower right hand corner of the windshield on all vehicles, except on motorcycles that do not have windshields. On these motorcycles that do not have windshields, the decal will be placed on the rear fender. On any vehicle, the decal may not be taped on the dashboard or the windshield.

 

College Employees who are Students


College employees who are also students will register as a college employee and follow the same vehicle registration procedure as other college employee. Staff scholarship cannot be used to pay for the vehicle registration fee.

 

Exceptions


Those individuals who do not park their vehicles on College owned facilities do no have to register their vehicles. This would include those who park on public streets, ride public transportation, ride with someone else, or work or attend classes at facilities that are not College owned.

Those individuals (non-students/non-employees) who park for a short period of time in visitor parking spaces do not have to register their vehicles.

 

Designated Parking Areas


Open Parking:White colored striped parking are for students and general public. Faculty/Staff Parking:teal Signs are clearly posted.
Visitor Parking:
Signs are posted at these parking areas for visitors. There will be no EPCC decal parking at visitor parking.

Disabled Parking:
Signs are posted at these parking areas for the disabled. A State issued disabled person placared or license plate must be displayed and visible when parking in these areas.
 
Temporary Parking Permits: Temporary parking permits are available at the Police Department at each campus. Parking arrangements a for large number of guests maybe made 48 hours prior to the event.

 

Parking and Traffic Violations, Traffic Fines and Administrative Sanctions


The regulation of traffic enforcement by the EPCCPD within the El Paso County Community College District consists of the following categories: Parking and Moving violations.
Parking Violations
The parking violations and their appropriate fines include but are not limited to: Moving violations will be enforced with a warning or a citation at the officer's discretion. Moving violations and their fines include but are not limited to the following:
Minor Violations $10.00 Minor Violations $10.00
Red Zone Parking $15.00 Runn1ng Stop Sign $25.00
Loading Zone Parking $15.00 Failure to Yield Right of Way $25.00
Crosswalk Parking $15.00 Reckless Driving $35.00
Employee Parking $20.00  UNR-Child 1 Safety Seat $25.00
Fire Hydrant Parking $20.00  UNR-Child 2 Safety SeatBelt $25.00
Disabled Parking $55.00    

 

A warning notice will be issued prior to a citation for parking violation.

At the beginning of each semester (fall, spring, & summer), the EPCC Police Department will provid a grace period of (7) calender days. During this grace period, the department will issue vehicle registration notices to vehicles that do not have a parking decal.

 

Due Process


Upon receipt of a parking or traffic violation citation, the recipient of the citation has ten (10) days to pay or to request to appeal the citation. Payment is made at any campus Cashier's office. The citation(s) must be submitted to the cashier with payment. Present the paid receipt to EPCCPD for citation clearance.
Individuals requesting an appeal of a citation should complete an "Request for Traffic Citation Committee Hearing" form within 10 working days from the citation date at the EPCCPD office and the next available committee hearing date will assigned.

Failure to pay a citation(s) will result in one or all of the following occurring:

A. Students
  • Will be prohibited to register
  • Have official records withheld
  • Immobilize or tow vehicle at owner's expense
  • (Immobilizer release fee is $15)
B. Employees
  • Immobilize or tow vehicle at owner's expense. (Immobilizer release fee is $15)
  • A non-payment notice will be sent to the employee and the employee's supervisor
  • 30 calender days after the citation has been issued, a final notice will be sent to the employee, the employee's supervisor, and the employee's vice president
  • 30 calender days after the issuance of the first non-payment notice.
C. Administrative actions may include:
  1. Counseling Record
  2. Written Reprimand
  3. Performance Evaluation Notation
  4. Non-Re-Employment
  5. Other Disciplinary Actions
  6. In addition, falure to properly resolve citations can result in suspenension or revocation of all campus parking privileges and removal of automobile at the owner's expense.
Vistors who recevie a citation on any College campus can take the citation to any campus EPCC Police Department or the traffic Office at the Valle Verde Campus and request that the citation be voided.

 

Operating Regulations:

The speed limit on college property is 20 mph unless otherwise posted. Speed limits are enforced by radar. Pedestrians always have the right-of-way and special caution must be exercised in high pedestrian traffic areas. No careless or reckless driving is permitted.
Traffic accidents occurring on El Paso Community College District property should be reported to the EPCCPD immediately (831-2200). Accidents in which damage to a vehicle is over $500 or with injuries must be reported to the state.

El Paso Community College assumes no liability for thefts or damages occurring on college property.

Your compliance to campus regulations is vital.
