On June 14, 2010, an eMerging Science and Technology (eMSTI) project team met for the first time to start the El Paso Police Department City Watch IP Camera Proof of Concept Report and Demonstration. The work was performed by eMerging Science and Technology Institute (eMSTI) students under a subcontracting agreement with Management and Engineering Technologies International, Inc. (METI).
The team which consisted of instructor: Norma McKenzie and students: Tommy Gonzales, Guy McKown, and Anthony Erewa sought to provide relevant information in this report that would aid decision making in implementing a viable video surveillance system. The methodology used by the project team consisted of vendor research and establishing criteria for vendor rankings. The team also researched an array of topics to include security, technical, legal, procedural, and ethical issues. The teams’ other methods included software and hardware testing, daily reports and meetings with stakeholders for project specifics, updates, and feedback. The physical demonstration was presented on September 23, 2010 to members of the El Paso Police Department, METI, eMSTI, and EPCC.
